The course incorporated an open-source digital learning platform containing all course readings and allowing for the uploading of exercises and a facilitated weekly discussion forum and exercises to complement classroom sessions. EDGE’s Max Report was used for analytic feedback.

Course Rationale

The EDGE Foundation, in its efforts to promote greater knowledge and understanding of democracy support initiatives, established a framework of cooperation with the Faculty of Philosophy and Social Science at the Université Libre de Bruxelles (ULB) in Belgium; which included the delivery by EDGE of a masters’ degree module (one term – 5 ECTS credits) in Democracy Support at the ULB. This interactive course complemented by an online learning platform and presentations from leading practitioners and members of European institutions gave students a unique opportunity to delve into democracy support activities.

Course Description

Open to students enrolled on Political Science, International Relations, European Studies and Law master’s degrees, the course offered a systematic and comprehensive overview of the theory, practice and evolution of democracy support as carried out both by international and national organizations around the world. In order to achieve this the course built on a holistic and integrated introduction of electoral processes, systems and electoral management models, as well as of the universal and regional legal instruments and political commitments that underpin them. The 12 week course covered:

  • Introduction to Democracy Support
  • European Union and Democracy
  • Gender and Marginalised Groups
  • Public International Law and Elections
  • Assessing Electoral Processes
  • Effective Electoral Assistance
  • Conflict and Violence in Elections
  • Civil Society Organisations

What We Did

Over two academic years, between 2016 and 2017, more than 80 masters’ students participated and completed the EDGE Foundation master’s module in Democracy Support: Elections, Human Rights, Observation and Assistance. The next edition of the course will be fully online.


Over 95% of students who attended the courses assessed them as “good” or “very good” and a handful of them went on to present dissertations and PhD research on related topics as well as engaging in Democracy Support activities for the EU, the OSCE and AEGEE.
